I am surprised John Ibbitson so quickly dismisses concerns of diversions and water exports from Canada as ''far-fetched'' (The Dehydrated States of America - June 23). Canada does not have a ban on bulk water exports. All that exists is a voluntary provincial ban that can be broken by any province at any time. The U.S. is already knocking at our door. Canada must act now to ban bulk water exports. Canadians strongly oppose the notion of ''selling'' water: Our government should listen.
