Well, it is good to see that Bill C311 will be heading back to the House of Commons having passed the Committee level without amendments. It is unfortunate that most Liberal MPs present voted to extend the committee level review of the Bill (back in November) leading to the current situation now with expectations for the House to vote on the Bill in the New Year, after the Copenhagen negotiations.
We still have our work cut out for us. It will be important to tell our MPs – particularly Conservative and Liberal MPs – to pass Bill C311. We want Bill C311 to be law.

NEW DEMOCRAT CLIMATE CHANGE BILL PASSES COMMITTEE
OTTAWA- The New Democrat Climate Change Accountability Act (C-311) is one step closer to becoming law today after it was returned, without amendments, to the House by the Environment committee.
“We’ve been building support for this bill for four years,” said New Democrat Leader Jack Layton. “I am delighted with the work of my caucus colleagues on this legislation. Their persistence has paid off. We’re one step closer to hard emissions targets for Canada.”
A final vote on Bill C-311, expected in the New Year, will commit the federal government to achieving science-based greenhouse gas reduction targets, and make it accountable through reports to Parliament on actions taken to meet the targets.
“I would hope that members from all parties realize that the time for delaying on climate change is over and that past inaction is no longer an excuse” said Layton.

LE PROJET DE LOI SUR LA RESPONSABILITÉ EN MATIÈRE DE CHANGEMENTS CLIMATIQUES DU NOUVEAU PARTI DÉMOCRATIQUE franchit l’étape de l’étude EN comité
OTTAWA – Le Projet de loi sur la responsabilité en matière de changements climatiques (C-311) du Nouveau Parti démocratique a franchi une étape de plus aujourd’hui pour devenir une loi après que le Comité sur l’environnement l’ait renvoyé sans amendement à la Chambre des communes.
« Depuis les quatre dernières années, nous recevons de plus en plus de soutien pour ce projet de loi », a affirmé le chef du NPD, Jack Layton. « Je suis ravi du travail qu’ont accompli mes collègues au caucus pour faire adopter ce projet de loi. Leur détermination a valu la peine. Nous pourrions bientôt avoir des cibles pour faire diminuer radicalement nos émissions au Canada. »
Un vote final sur le projet de loi C-311, attendu au début de l’an prochain, engagera le gouvernement fédéral à fixer des objectifs pour réduire les gaz à effet de serre au Canada établis selon les meilleures preuves scientifiques disponibles, en plus de rendre le gouvernement imputable au Parlement, par l’entremise de rapports, quant aux mesures prises pour respecter les objectifs.
« J’espère que les députés de tous les partis comprennent que nous ne pouvons plus attendre pour respecter les cibles de changements climatiques et que l’inaction du passé ne peut plus servir de prétexte. », a souligné M. Layton.
